La Reforma counts as being part of Playas De Rosarito since it's together with Playas de Rosarito and i find it as a great alternative to own a home here due to that USA citizens also reside under Playas De Rosarito and La Reforma which is part of Playas De Rosarito but it's a Colonial area of Playas de Rosarito or as how nationals say it "Colonia La Reforma" which is the same thing
La Reforma finds itself very near of the beach coast, homes here don't have a ocean view but you can still walk to the beach from this colonial municipal area of the city and arrive to the beach which is actually nice cause than everything is simply located nearby from this location
